The nation of Pelegor is a confederation of seafaring city-states situated along the southern coast of Marinor’s Edge. The undisputed master of the Cerulean Sea, Pelegor maintains its dominant position through naval might and mercantile acumen. A relatively young nation, Pelegor has carved out a spot for itself in the modern world. While to the outside world, Pelegor appears a single, united nation, it is in truth a loose confederacy of city-states and internal strife is common, though only rarely does it rise to the level of true warfare.

The Concord of Tides

Just over a century past, the Concord of Tides brought an end to centuries of bloody strife among Pelegor’s city-states and created the nation of Pelegor. The Concord of Tides guarantees free trade and collective defense to all city-states in the confederacy. It was only through the shared defense that Pelegor was able to repel outside intrusion and stabilize as a nation of its own.

City States

History

At Valoria’s height, Marinor’s Edge was one of the empire’s great naval and trade provinces. Its natural harbors launched fleets that patrolled the Cerulean Sea, its ships carried goods throughout the empire, and its workshops supplied shipwrights, artisans, and cartographers for Valoria’s expansion. The cities that rose during this time — Boralis, Maphenar, Marithas, Saelorin, and others — thrived as imperial outposts, sustaining both commerce and defense across the empire’s southern flank.

For centuries after the fall of Valoria, the cities of the region vied endlessly for dominance. Merchant princes raised fleets, admirals turned pirate, and shifting alliances plunged the seaways into constant war. This turmoil left Pelegor victim to its stronger neighbors of Strykara, Thalassan, and Veilthorn, all of whom raided its ports, sacked its cities, and enslaved its people.

At last, wearied by the constant loss, envoys from the eight major cities met at Maphenar and forged the Concord of Tides. This compact bound the rival citystates into a single confederacy. For the first time, they sailed under one banner. The wars within ceased, the predators without were beaten back, and Pelegor rose as a united maritime power.

People

The people of Pelegor reflect the sea to which they owe so much. Their economy generates immense wealth from trade which flows freely through its ports alongside a constant stream of ideas and foreign culture. Pelegorians are renowned for their adaptability and willingness to integrate the ways of others into their own culture.

There are few noble houses within Pelegor, instead, renown and prestige in the maritime confederacy is earned on the sea. Voyages completed, fleets commanded, contract won. These are the lifeblood of Pelegor and those who command these things command the confederacy. Merchants and sailors sit at the heart of public life, and while rivalries between city-states are fierce, Pelegorians take great pride in their shared identity as masters of the Cerulean Sea.

Religion

Pelegorians reject the Veil of Veritas and its ritual, choosing instead to venerate the Twin Gods through their connection to the sea as the Eternal Tide. Anara is worshiped as the Tidemother, the bringer of life and currents, who guides ships to new ports, and fills the nets of her faithful. Dhaara is honored as the Stormfather, who commands the tempests, ends voyages, and drags the unwary into the deep.

Few cathedrals can be found in the confederacy, instead Pelegorians favor smaller shrines built on the waterfront, their walls tiled with colorful mosaics of marine scenes. Worship too is different, simpler. Libations poured into the surf, offerings set adrift on small boats, and festivals timed to the changing currents. To a Pelegorian, every voyage is both commerce and pilgrimage, a passage through the Eternal Tide where Anara and Dhaara meet.
